Moved into apt that had bed bugs. Cat wanting her left ear rubbed more then usual and walks aroun meowing. Could a bug have gotten in her ear ? She could just be going into heat too. How can i be sure and how to treat at home ?

Bed bugs typically will not get on your pet and if they do, they won't live long on them. So, I doubt it is that. It is more likely she is in heat. The only way to be sure would be to take her to the vet for an exam so they can look down in her ears with an otoscope.
