Apartment dog won't potty outside, tears pads, pees inside. Help!

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | spayed | 1 year and 6 months old | 8 lbs

Hi! I have a rescue dog who refuses (ABSOLUTELY refuses) to walk on a leash or potty outside. I’ve given her potty pads but when I am gone to work she has taken to tearing the pads up and peeing on my floor every day. I don’t know what to do and I am so sick of cleaning up urine, but she refuses to go outside at all for anything. I also live in an apartment so I don’t have the option to just let her outside to a fenced area or on a tie-out. I have to be with her and she won’t go in front of me.

I'm sorry to hear that you're having this issue with Jules. Dogs like this can be extremely challenging to housetrain, and coming up with a plan that will work with your situation is likely to be fairly complex - so I would encourage you to get in touch with a veterinary behaviorist or other qualified professional in your area who can meet with you in person, evaluate Jules and your current living situation, and help you put together a plan that will work for you. As a starting point, if I were doing this, I would likely focus on figuring out how we could set her up with an acceptable potty area in the house for the short-term, and finding some ways to help her be comfortable eliminating outside such as walking her on a long line, or setting up an x-pen or other temporary enclosure for her outdoors.
