Vet says restart puppy shots after late vaccine. Is it true?

my pets are vaccinated 3 times already. but my last 5-in-1 vaccine lapsed for 1 month. i vaccinated just now. vet says I need to start over with the shots. do i need really need to start over? Pet's info: Dog | Shih Tzu | Male | 5 months and 24 days old | 5.95 lbs

If this is a puppy set of vaccines and the first 3 were already given and just the fourth was late, Mobi should be fine. If all of his vaccines were late, or he was stopped/started again earlier in the series (after only 1 or 2 shots) it may need to be started over or a third shot in the series given.
