My dog's hip dislocated. Is surgery needed if sling didn't work?

My dog dislocated her hip. The vet wanted to do surgery I had them put it back in place. After one week they said that didn’t work and want to do surgery. Can you tell after a week if surgery is needed. Won’t this be bad for my dog. They took her out of the sling. Pet's info: Dog | Maltese | Female | spayed | 9 years and 6 months old | 10 lbs
