Why is my dog lethargic, scratching ears, and licking butt after heat?

I have a 2 yrs old frug pug/French bulldog. She went into her second heat about month in half ago. Since then she has been not active and she seems to be at her butt all the time. I do give her deworming everyday in her food. She also keep scratching up her ear I keep clean with hydrogen peroxide and then put polysporin on it. I've read about this expressing glands or something that? Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | unspayed | 2 years old | 21 lbs
