Newborn rabbit not feeding. Mother ignoring it. Can I hand-raise?

Hi my rabbit has just given birth to four babies and i don’t think one of them is getting fed is there anything I can do? When the baby was born the mother did not eat it’s placenta or womb sac so it could move its legs to much it is now three days old and still alive but is a lot skinnier that the others in the litter I don’t have a lot of money to help it the first photo is the sick one and the second is one of the healthy ones

There may be something congenitally wrong with this one which is why the mother isn't nursing it and it is not thriving. If you want to try and hand raise it you can but it is not easy. I will refer you to this link on how to hand raise and orphan. ( https://rabbit.org/caring-for-orphans/ )
