My male Chihuahuas mark indoors. How can I stop this behavior?

Pet's info: Dog | Chihuahua (Smooth Coat) | Male | neutered | 10 lbs

I have two male Chi's who are both marking in the house, is there any way I can get this to stop? One wears a diaper but I can't keep it on the other - One has been in the house for 10 years and the second, who wear's the diaper, is a rescue and came in two years ago - had marked since I brought him in.

I recommend crate training both dogs. also have them both neutered if this is not already done. The best way to housebreak them is constant supervision, routine and containment any time you are not physically watching them. For best results, dogs should be well housebroken as puppies. If this is not properly done, results may not be as reliable as an adult.
