Why is my bulldog scooting, losing butt hair, and smelling bad?

My male bulldog who is 3 yrs. old keeps rubbing his butt on things. It has a odor when he does it, also he's lost all his hair around his butt and tail/nub. Is there anything I can do for him? Pet's info: Dog | Bulldog | Male | neutered | 3 years and 2 months old | 45 lbs
