Why does my female pitbull have bumps on her vulva and lick it?

My rescue pitbull has bumps on her peepee area. Cant tell if they are hurting her or not. She licks it a lot. Shes between 3 and 5 years old the shelter said. She has had puppies but is fixed now. That's all I know about her. Pet's info: Dog | American Pit Bull Terrier | Female | spayed | 55 lbs
