My puppy had pyloric surgery 2 weeks ago, a week after that surgery he got intussusception and had to have surgery again. He was released yesterday and is still vomiting. He is on a bland strict diet. What can I do or is this normal

No, I don't think any vomiting is normal. With all the issues he really should be back at the vet so they can check him. He really should be hospitalized until he is eating normally and holding it down with no vomiting for a few days. If they find no issues he may just need to be on a daily anti-vomiting medication like Cerenia or an antacid like Pepcid.
