Why doesn't my small dog react to rough play or show discomfort?

Pet's info: Dog | Yorkshire Terrier | Female | spayed | 1 year and 6 months old

Hello, am little concerned about my yorki, she is very sweet but I notice she doesn’t react when a big dog played with her under my watch and she didn’t react when he put her mouth around her neck then he goes stepping on her tail, she is very obedience . Even my nephew I saw him holding her from her neck and she didn’t react at all. I want to feel that she can notify me when she is in dangerous like screaming or even small bite to the one in front of her. I want her to defend her self too ...

Unfortunately, you can't really train a dog to do that. And even the most well-trained dog can sometimes hurt another on accident. It is always best to be there to supervise dogs during play, especially if there is a big size difference, and stop the play session if the other dog is becoming aggressive or too rough.
