Mother cat not caring for her kittens. What's the best way to help?

I would put Mamma in her own room with the kittens and give them as much space as possible. Make sure she has food, water, and a litter box. Check on them only once a day to make sure things are going well with her and her kittens. I would completely separate Ciki from the other kittens. Their mother needs to care for them, and it's not right that Ciki is preventing the other mother from having access to them. Kittens can die from being too cold. You can confine the Mom with kittens to a small room so she has to stay close and take care of them. If you need to make sure the temperature inside is warm and they have blankets and towels to cover up in to help stay warm. If they are not nursing well you can supplement with bottle feeding or place them on the Mom and sit with her to make sure she lays with them. If you bottle feed then you will have to do so it every 2-4 hours to keep them full

You should probably separate him from the mother, you will need to buy kitten milk replacer (you can get it from any pet shop) and feed him every 2 hours during daytime and every 4 hours at night. you will also need to keep him warm, especially at nighttime.

She could still have some kittens inside her causing her to be sick. There are also other reason like electrolyte imbalances or a retained placenta that could also cause her to not want to eat or nurse her young.
