My budgie only stays with millet. How to train him to stay on my hand?

Pet's info: Bird | Parakeet | Male | 0.075 lbs

I asked this question about a day ago but I was looking for a "next step". what I should do next. I got my new budgie about 1 1/2 months ago. He will step on and off my finger if I have millet, and eats it happily and stays where he is. He will even come to me. My vet says he is young. My problem is, if I have no millet he backs away quickly and flutters the top perch in his cage. I have tried moving very slowly but he always retreats if I have no millet. How do I get him to stay where he is?

Try starting by getting him to step up with the millet, then removed the millet a few inches away. If stays put, bring millet closer and allow a treat. Gradually you can move the millet further away or for longer periods.
