Why does my dog lick my other dog's wound & cry when I stop him?

Why does one of my dog want to keep licking my other dogs wound and cries hysterically when we try to stop him

This is instinct behavior. You are correct to stop him from doing it. Either keep them separated until the other dog's wound heals, bandage the wound (if possible based on it's location) to prevent licking or put an E-collar (cone) on him which will hopefully prevent him from licking the other dog's wound.
