My 1-year-old dog is overweight. Is she too young for weight management food?

Pet's info: Dog | Pembroke Welsh Corgi | Female | unspayed | 1 year old | 25 lbs

My dog weighs 25.3lb, which I think is a bit overweight for her size. I currently feed her reguler adult dry food, so I reduced the portion by 1/4 cup per meal, but she seems hungry (She now gets 1 cup a day, when recommended feeding guide says 1&1/2 cup). I am thinking about switching to weight management food. She is 1 year old. Is she still too young to go on a weight management diet?

No she is not too young for this type of diet but she is just very slightly overweight so you can switch her to a "light" version of the same food she has, it should be enough for her to not gain more weight.
