Why is my dog snorting and struggling to breathe like a blockage?

He keeps snorting and struggles to breathe after drinking water, being excited, putting him down after being held and occasionally at random... it’s like there’s a blockage. The vet gave me medicine to treat inflammation which I haven’t given as I don’t believe this to be the reason why he’s unable no to catch his breath. Ongoing for 2/3 months gradually becoming more frequent the last 3 weeks. Does not have short snout. Pet's info: Dog | Pomeranian | Male | unneutered | 5 months and 9 days old
