  It's quite serious that Izzy's eye is cloudy and bulging, and leaving this untreated can lead to vision loss. She has to see a vet asap. If paying for a vet is an issue, you can see if your vet accepts payment plans, if there is a low cost clinic in your area, or you can apply for Care Credit online. There is also an organization called Red Rover that give grants for treatment of sick animals, and you can see if you qualify for one of their grants.   Unfortunately, there is no way you can treat Kookie at home for her eye infection. IT requires medications that are available by prescription only from your vet, and it is illegal for the experts at Pet Coach to prescribe any medication without seeing the animal in person first.  The Onyx & Breezy Foundation has many programs including helping people with medical bills. They are a good resource for information.
 Brown Dog Foundation provides funding to families with a sick pet that would likely respond to treatment, but due to circumstances, there is not enough money immediately available to pay.   I can guarantee this is excruciating painful to him, and this is now a medical emergency. Leaving this untreated would be very cruel to him, you have to take him into a vet now.   These are signs the Link could have an eye infection, or he could have injured his eye running outside. This is not something that can wait until next week for him to be seen. The eye is such a delicate and important structure that any problem with it needs to be seen by a vet promptly. This is because leaving it untreated can lead to vision loss.
