My dog is very sick and I can't afford vet care. Should I euthanize?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | unneutered | 15 lbs
Hello my dog was born mentally slow and is about 2 years old. He has always had seizures but recently I think he may have had a stroke as he was walking in circles and today he has had a few seizures with twitching crying leg paddling and foaming at the mouth. He also seems blind and confused and his head tilts backwards. If we dont have a lot of money are there cheap treatments or other possible diagnoses, or she we euthanize him at this point? Please help, thank you.

Poor Tommy. He sounds extremely bad, and if you don't have the money to treat him, letting him go would be best. He needs to see a vet now, this is a medical emergency.
