My dog sees things, grabs air, licks paws. Is it anxiety or seizure?

My Chihuahua cross with jack Russel started vomiting on Thursday, long story short, visited vets on Friday morning, she thinks gastroenteritis. Thursday evening he started displaying like he could see something, watching it move, but nothing was there. He would move his head as if this thing was moving, then grab it with his mouth. He's been licking his paws a lot. Before all this he does suffer a little with anxiety, and licks his lips, not usually his paws.

Sounds like the dog is having a partial seizure (fly biting). I suggest you refer to this link and then ask your vet about it. I don't think this and the gastroenteritis are related. If you can, video him doing the behavior so you can show the vet. ( http://www.canine-epilepsy.net/flybite/flybite.html )
