My neutered dog has a red, swollen lump near his penis. Is it normal?

Pet's info: Dog | Labrador Retriever | Male | neutered | 1 year old | 60 lbs

You My dog has a lump just below his penis I believe it’s the bulbus glandis, but it is very swollen and red on only one side and has been getting worse the past two days. He has been fixed and is 1 yo. I don’t know if this is normal or if I need to take him to the vet

Yes, I would take him to the vet. That does not look normal. The bulbus glandis should not be prominent at all times; it should get enlarged and then go down. If it is staying red and raised like this, that is not normal.
