My dog ignores me in new places. How to improve recall & reduce nervousness?

Whenever we are in a new place, my dog will not listen. He wants to run around and won't come back when we call. How can we help him be less nervous in new places so that he still listens to us?

You will need to know if this is anxiety or excitement. Anxious dogs will generally stick right with their people. Excited dogs will explore everything. Training is needed for excitement.
