How can I stop my 8-month-old cat from attacking my other cat?

Pet's info: Cat | Mixed Breed | Female | spayed | 7 months and 18 days old

My cat is 8 months old and she keeps attacking my other cat. She bit the back of her neck a few minutes ago. She doesn’t stop when we’ve disciplined her. She understands what no and stop means but doesn’t always listen.

Cats are notoriously apathetic to our wishes, aren't they? :) Young cats often have a ton of energy that can sometimes be displaced as aggression. Make sure there are lots of places/things for the cats to explore. Elevated areas like cat trees or cat shelves on the wall are great; window perches, scratching posts, toys, etc. Its also important to make sure that the cats aren't "competing" for resources-- make sure there are multiple food and water bowls and at least 3 litter boxes (if you have 2 cats.... the recommended number of litter boxes is the number of cats +1).
