I'm not certain I see the area of concern? Is the skin a little darker where the long hairs are coming out? A discoloration of skin can mean infection, irritation or a healed wound. If one eye brown does not look like the other one, I recommend to have Rex examined by the veterinarian. If there is something else you are seeing, please try reposting the photo and describing the area of concern. I hope this helps.
