Hello Charlotte is 35 weeks old and when she sees another person or dog she winges and pulls and completey ignores me like she can't even here me, anytime anyone goes near her including myself she jumps up at you and nearly gets your face, myself and partner keeps telling her no jumping but it's like she can't even hear me she's in her own world, and when people come over she constantly winges coz she's not getting any attention, she also will Not stop digging holes and I exercise her regularly. This is normal puppy behavior but it does require training. Also remember that Charolett is a puppy so you should expect the training process to be slow and that she may revert sometimes. I recommend to read up on dogs training. There is a trainer I like named Victoria Stilwell who has written many books about common bad behaviors and training. Generally this behavior is addressed by being on a leash and counter training. I hope this helps.
