My dog's eye ulcer won't heal after months of treatment. What now?

My 10 year old boxer has been suffering with eye ulcer for 3 months. he was prescribed several antibiotics one with a steroid and also ketorolac tromethamine by vet. I took him to a specialist and he was prescribed ofloxacin and I-drop vet gel. He has been using both for couple days and eye did not look well today. I am concerned because previous medications did not work. What should I do? Pet's info: Dog | Boxer | Male | 79 lbs
