My dog has a level 4 heart murmur. Do I need to see a cardiologist?

My dog is 6 years old and I was just informed she has a level 4 heart murmur. Her father died of heart failure at age 9, does this mean she also has heart failure? What do you recommend should be my next step? Cardiologist or 2nd opinion or both? Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | spayed | 6 years and 2 months old | 15 lbs
