My 1-month-old puppy is puffing air and can't vomit. Is he sick?

My one month old puppy seems to have trouble with his stomach, he kept puffing air. I think he swallowed something and sometimes he would act to vomit but cannot do so. What should I do? Right now he is trying to rest but he still does that puffing of air. Pet's info: Dog | Mixed Breed | Male | unneutered | 1 month and 12 days old
