My senior chihuahua's eyes are puffy and he feels warm. What to do?

My 10yr old male chihuahua has puffy l bags under his eyes that he didn't have this morning is acting normal maybe a little bit tired. He feels warm also☹ I looked in his mouth like as far back under his lip as I could because it almost looks like it's way up in his gum but I mean I didn't see anythingm - his teeth don't look real good. Pet's info: Dog | Chihuahua | Male | 9 years and 3 months old | 7 lbs
