Cat straining in litter box, lethargic, not eating. What's wrong?

Pet's info: Cat | Manx | Male | neutered | 4 years and 7 months old | 20 lbs

My four-year-old Manx pepper keeps going over by his cat box and flexin all of his muscles and acting like he's trying to have a movement but nothing has come out. Also he has been acting lethargic all day. Should I treat it like it's constipation and if so what should I use. I've given him a little bit of tuna packed in oil thinking that might loosen him up a little he ate only a little bit of it which is very unlike him. He usally tends to make a pig of himself at mealtime. What shpuld i do?

I'm worried this isn't constipation, I'm very concerned it's a urinary issue and he could have his urethra blocked by a bladder stone. That would cause him to act lethargic as well. A blocked urethra is fatal without treatment, so I think it's best you take Peppe into a vet immediately.
