My puppy has blackhead-like bumps near her vulva. Is this normal?

My 15 week old puppies has blackhead looking things around her lady-bits. She's due more flea treatment a week from now. She's up to date with all vaccinations and flea and worming treatment. She's gold so easy to check for any kind of lice. She's completely clean and doesn't seem to be bothered or irritated at all. Any idea of what this could be so I could book her in? Sometimes the hair follicles can get a little plugged and that's what it looks like is going on around Gucci's vulva. If she is not bothered I wouldn't worry about it - this can be normal. If she seems red or irritated or is itching often I'd recommend taking her to your vet.
