Why isn't my cichlid fish moving her tail? Is it a spinal injury?

Have a girl cichlid fish she isn't moving her tail but lays on the plants she can move her pectoral fins but she can't move her tail I did a water change and cleaned the plastic plants. Pet's info: Fish | Unknown - Fish | Female
