How to stop my husky from biting and dragging another husky's neck?

My male husky has been grabbing my female husky by her neck and dragging her around while they are playing. He sometimes won’t even get off until I pry his mouth off of her. Please tell me how I can stop this behavior. I don’t want him to damage her neck. Pet's info: Dog | Siberian Husky | Female | spayed | 59 lbs
