My dog has white, sandy film on face/ears. What is it? Shampoo fails.

Anyone have a clue what is going on with my dog's skin? ... Embedded white biofilm type layers are coming forth. And the poor thing has to have me dig in to remove what chunks and pieces of what feels like thin moist biofilm entwined mostly in facial area or ears. It has milky color and feels like very fine sand sometimes and keeps growing even if getting bathed with special shampoo.

Could you please post again with pictures of the dog's skin? Is she itchy? What is the name of the special shampoo you are using? Without this information it is difficult for us to give you much advice. Thank you!
