My dog has a marble size red bump on the side of his penis that I noticed last night. It is hard like a cyst but idk. Pet's info: Dog | Golden Retriever | Male | unneutered | 3 months and 18 days old | 34 lbs

That does look like some sort of growth or irritation. Due to its location, I would have it examined by your vet and a sample taken, especially if it's growing rapidly bothersome, or changing in appearance.
