My Pomeranian dog fell of our couch and had a bloody nose and eye. We cleaned him up and he’s been crying really hard and he starts walking around but it’s been happening all night and he seems in pain to lay down and my mom and I don’t know what to do

These signs are compatible with pain and possibly neurological signs are present. A trauma at the level of the cervical spine could be present. I would recommend an immediate check up at your local veterinarian to confirm these clinical suspicions and treat appropriately.
