A small amount will likely cause nothing worse than minor stomach upset. This can typically be managed at home with a short fast followed by a bland diet fed in small, frequent amounts until symptoms resolve. Large amounts of toilet paper may cause a gastric or intestinal obstruction. Monitor for lethargy, persistent vomiting or diarrhea, loss of appetite or abdominal pain. These are symptoms that should be addressed by your veterinarian.

Depending on how much she ingested, this can cause gastrointestinal inflammation and possibly obstruction. I would recommend an immediate check up to make sure this is not happening and make her sick and resolve the problem straight away.

Just watch him for vomiting and diarrhea or if he stops eating. Most likely the toilet paper will dissolve but if he ate a bunch really fast and it all clumped I would imagine it could cause a problem. Feed him some bland food of cooked rice and boiled shredded chicken to help move it through. If he starts acting sick have him seen
