My dog has dark, dry, licked groin spots in winter. What helps?

My dog always has these dark spots on what i suppose would be like a groin area. During the winter they get very dry and he constantly licks them. Is there anything i can put on it pile buy to soften it up and moisturize it? Pet's info: Dog | Chinese Crested | Male | neutered
