My 1-month-old puppy bites hands and objects. How can I train him?

My pet snoopy who is a month old always bites whatever is visible to him, say my hand or cloth or paper. Can i give him tooter to avoid this if not, suggest me ? Pet's info: Dog | Golden Retriever | Male
