Why is my dog honking, gagging, and bringing up mucus after spay?

My dog is making a honking gagging noise like she's choking or somethings stuck in her thoat. Sometimes she brings up clear mucus. Last night she also had a fever. This has been going on for about 3 months off and on. It started after her desexing op, I took her in the day after and was told it was just irritation from the tube that was in her throat. The tube could be related to acute signs after the surgery but they usually resolve in maximum a week.
