My dog won't stop peeing/chewing. What can I do? Does neutering help?

My dog is pooping and peeing in my bed and won’t stop chewing things up, what can we do to get him to quit? We have tried punishment, positive reactions when he behaves correctly, and many toys. I feel like I’m at a loss. We have considered getting him neutered but are unsure if it will help.

Yes, neutering generally helps house training but it will not fix all issues. For that, Loki needs training. For the accidents in the house, I recommend crate training. He should never be unsupervised and should be crated any time you are not physically watching him and at night time until he learns properly: https://www.petcoach.co/article/how-to-crate-train-your-puppy-or-older-dog/ The chewing is managed in a similar fashion.
