My pregnant dog is panting and digging. Is she going into labor?

I'm not sure how far along my baby girl is. But I'm pretty sure she is almost due. Her tummy hangs very low, milk has already come in (was letting her tummy and some leaked out). Past two days she has been digging holes in my yard like CRAZY and she has been panting pretty hard on and off as well for the past 2 days. Puppies are big and I can see them moving all around her abdomen. So anyway does it sound like she is getting close ? Rec temp was 100.7. are puppies coming soon? That definitely sounds like Coco is close. If you haven't already, it would be best to prepare an indoor whelping box for her so she can safely have the puppies, you can observe them, and they are out of the elements.
