How to stop my dog from herding and nipping another dog outside?

How can I stop Loki herding our youngest dog in the paddock? They are fine indoors but whenever they go outside together Loki is constantly herding him and won’t stop to see who has arrived home sometimes because he’s that fixated on the youngest dog. Sometimes he starts nipping at him and the youngest dog is visibly getting tired of it. I really want it to stop but I have no idea how. Pet's info: Dog | Border Collie | Male | neutered | 3 years and 7 months old | 61 lbs
