My dog has hair loss, dandruff, and sheds a lot. What's next?

Hi out 9 YO Sheltie began to show signs of hair loss around nose and eyes mid summer. He has shed a lot more of undercoat than normal and also has flakes/dandruff in hair/skin. His blood work for Thyroid and other tests came back negative. He is fine in all other ways. We also switched him to a hydrolized protein diet in the last month. Any thoughts? Cushings? Thank you.
