My cat has painful, matted fur. Should a vet remove it or can I?

My cat has bunched clumps of fur that are rock hard. Sometimes they end up tearing off and then become bald spots. Should I go to see a vet to have them remove the matting or can I do this myself at home. I'm worried about harming her. Pet's info: Cat | Mixed Breed | Female | spayed
