My Russian tortoise has swollen eyes; is it sick or hibernating?

My Russian tortoise is struggling with its eyes. They are swollen and hardly opening. Been like this for roughly a month. No illness. But I am not able to open them to wash them out. Any ideas? Also it is trying to hibernate even though I have brought her inside with heat lamps and a light

Thanks for reaching out about Ketchup. Swollen eyes are likely infections, possibly due to a vitamin A deficiency. A veterinary visit is recommended. She is probably is not trying to hibernate but is weak/sick. Systemic antibiotics and vitamin A supplementation are also probably needed. A thermometer is needed to provide POTZ (Preferred Optimal Temperature Zone), which is require for immune stimulation and recovery. Good luck.
