My pregnant dog is nesting, whining, and her temp is fluctuating. Is she in labor?

Pet's info: Dog | Siberian Husky | Female | unspayed | 1 year and 6 months old | 25.6 lbs

My husky is 64 days pregnant and is heavily, digging in the bed and whining for past 12 to 16 hours.. here water hasn't broke yet. Temperature 99.1° - 99.6° - 99.8° fluctuating in last 24 hours. Is it alarming towards some complication or is normal and is about to go into labor?
