Will my ShiChon fit comfortably in a 17x11x11 airline carrier?

Will my ShiChon who is 15 long and 11 high fit in a airline soft sided carrier that is 17x11x11? Will she be comfortable as well? I’ve attached a picture of her in it. She climbed in herself. Pet's info: Dog | Shih Tzu | Female | spayed | 2 years and 3 months old | 12 lbs

Yes, it does look like she fits in it, but I am concerned that it may not be high enough for her. You'd like for the carrier to be big enough that the dog can turn around in. I'm not sure if you are planning to take her on a flight; if you are, you should check with the airlines to get their rules around pet transport and the requirements for the dog and the carrier.
