Hello, thank you for using PetCoach. This is definitely a tumor but whether or not it is benign or malignant I cannot tell you just by looking at a photo. You really need to take Mr. Brown to a vet for an in-person examination. I suspect it may be a hemangioma or hemagiosarcoma.
