My small dog has bumps on her body. Are they serious or just cysts?

My dog is a 6.5 year old miniature poodle. She’s had this bump for a quite a while now, and has the same on her leg. Should I be concerned? I thought it was a bite, but I checked her and she doesn’t have any fleas or ticks. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | spayed | 6 years and 8 months old | 15 lbs
