Is it normal for a male puppy's "pee hole" to look wide open?

Hi. My puppies pee whole it wide open. He has brothers and they all have normal sized pee wholes. He eats sleeps and plays perfectly. Should I be concerned? ( when I touch it , there is not reaction. Helllp :(

That all appears to be normal anatomy from that image. That isn't the urethra, that is the prepuce. This is the skin that over lies the fleshy penis. It comes to a hollow opening at the end so the actual penis can be extruded for use.
